Let me start by saying that it was very disrespectful of him to salute in the manner he did. However, he should not be saluting in the first place as he is a civilian.
I spent 17 years as an Army officer and made my share of salute mistakes. Sometimes you just don't realize you have something in your hand when you start to return a salute but it is too late to stop. Forget it. It wasn't deliberate.

Yeh! Like it would be fine for an enlisted guy to dress down the general for a minor protocol violation.
We've got far bigger problems than this folks. Much ado about nothing.
