Considering much of the DOJ's behavior, and especially the ATF, I'd be willing to bet that they've been actively employing the mentally handicapped for far longer than the release date of this memo.
OK, I can see why they'd want a bunch of psychopaths and idiots, to do the insane, illegal, and immoral things they want done without question, but why dwarves? :scratches head:
Well... Schizophrenic/mentally-disabled *MAY* help explain why F&F seemed like a good idea to someone at the time...

"Self-Identify", huh? Lessee now319; I don't have a law degree, but I never get less than a B+ on those online AQ tests, and actually have an account at Aspies for Freedom. I never could figure out why anybody would want a law degree, though.
