Back in the mid 80's I was traveling in Chile and they were having regularly scheduled student protests/riots against Pinochet. Pinochet was a horror and IMHO should have stood trial for crimes against humanity and been executed instead of being allowed to live to old age in comfort. The one thing I noticed from my vantage point during these riots was the men in the back of the crowd giving directions to the student leaders and then sending them forward to the battle lines to instigate the mob on what to chant and to yell louder. When that wasn't getting the desired effect for the men in the shadows, they urged them into throwing rocks and Molotov cocktails at the Carabineri. Molotov cocktails that they,(the shadow men), handed out. That of course, set off a violent reprisal by the Carabineri and the batons, water cannons and tear gas were unleashed. The paramilitaries would then begin the arrests, beatings and worse that those instigators wanted. Of course these cowardly apparatchiks remained safely hidden in the back of the crowd and ran away as soon as the jack booted paramilitaries started moving in their direction. I was never sure if those men in the shadows were anarchists, socialists or if they were DINA, (Chilean Secret Police), agents working for Pinochet. It doesn't take a genius to see similar tactics being attempted here, but unlike the mid 80's in Chile everyone has a video phone or camera to record these instigators actions.
