They are brought in from out of state in order to eliminate the possibility that an "officer" might know or be related to the locals. It helps with the mindless drone following any order given factor.

Every transferred in "cop" has to be reminded at every opportunity that "their job" is to protect and defend the constitution, and at that core is the rights of the people FIRST and FOREMOST.

Remember, these "officers" are still PEOPLE and appealing to their sensibilities can produce positive results. Put them on the spot with questions like that and like thus - would you do this to your next door neighbor? Your own family? Your partner and coworker? Can you not see that what you are doing is WRONG and that you have the power to reject orders that are clearly against any oath you have taken? Do you not see you are doing the bidding of liars thieves and crooks?
