In the new regulatory age, presidents and Congress can still change the government’s priorities, but the agencies effectively run the show based on their interpretations and discretion. The rise of this fourth branch represents perhaps the single greatest change in our system of government since the founding. We cannot long protect liberty if our leaders continue to act like mere bystanders to the work of government.

I've been making the argument for years that the IRS is effectively the fourth branch, a branch that has no place in the checks and balances of the traditional three and hence few limits and no accountability.

When did "leaders" becom part of a constitutional government? I thought we elected representatives.

For a delightful description of what SHOULD be the fate of all such bureaucrats, I suggest you read Niven and Pournelle's excellent "Inferno" wherein a SciFi writer dies and ends up in Dante's hell. While trying to get out - yes you can get out of this hell but you have to go through hell to do it - he comes upon Hammurabi's Scribe, the first bureaucrat. Let's just say the punishment is absolutely appropriate.
Senator Mcfadden knew the IRS would eventually become the collection thug for the Federal Reserve. He even brought formal charges against the Board of Governors of the Federal Reserve Bank system, The Comptroller of the Currency and the Secretary of United States Treasury for numerous criminal acts, including but not limited to, CONSPIRACY, FRAUD, UNLAWFUL CONVERSION, AND TREASON.
The petition for Articles of Impeachment was thereafter referred to the Judiciary Committee and has
YET TO BE ACTED ON.

Note the name "becraft" in the link. Research it, and you will discover WAY more about the 16th Amendment and the prosecution of American citizens by virtue of the so called "tax code", than you could learn in a lifetime. In reality, "becraft" is an attorney who has fought and investigated the Income tax and IRS for decades. It is he who keeps that link on the internet. Thank god.
