This is nothing but a dodge by <0 of the confirmation process required for a new director. Time ran out on the acting director position, so it was either nominate and face Senate confirmation hearings, which were certain to get very ugly, or just do what <0 always does--bob, weave, retreat, and obfuscate. Someone should to to him about this the same thing they did about the illegal NLRB appointments.
