As a Revolutionary War Reenactor, I can tell you that this weapon was only suitable as a rich-man's toy.

Your typical rank-and-file solider of the day was not the lean-mean machine they are today. The private soldier was very hard on their own equipment, and this weapon has certain weak points:

1) Puncture the pressure tank, and the weapon is useless.

2) The only material available back then which was capable of being able to maintain the pressure seal was a washer made of natural cow-horn. Such a material tends to dry out and crack.

3) The time it takes to charge the cylinder is way too long.

The point is, there are too many sensitive points of failure for this thing. It simply was not feasible for the rank-and-file.

modern materials, maybe an airsoft setup for propulsion - or a scuba pony tank @ 3000 psi - make your own projectiles - perhaps a sabot version -

and quiet.

Why revert to 18th century tech when we can make laser guns that are powerful enough to shoot holes in the bad guys, or at least blind them!

Then there's the 'sick gun', for closer ranges, that emits ultra-low frequency light that causes nausea...

Bottom line, whatever the tech, we cannot allow the government to have a monopoly on force, or even primacy. They intend to enslave us and that's all the reason we need to put them in a box.
