I took stamps briefly in 1987 (mea culpa!) and always had stamps left over at the end of the month. And I assure you that the typical Haitian is a lot better at poverty than I was. So what's wrong with the Haitians eating like Haitians and sending the leftover food to their countrymen? Was there any fraud going on? It seems like a meritorious thing to me.
