"Known Unknowns"

Pages 31-33 are the most "interesting" but pages 29-30 are as well. I have attached a pdf in case that helps, but you can also download it from the above link.

It says the military must be prepared for a “violent, strategic dislocation inside the United States,” which could be provoked by “unforeseen economic collapse,” “purposeful domestic resistance,” “pervasive public health emergencies” or “loss of functioning political and legal order.” The “widespread civil violence would force the defense establishment to reorient priorities in extremis to defend basic domestic order and human security.”

“An American government and defense establishment lulled into complacency by a long-secure domestic order would be forced to rapidly divest some or most external security commitments in order to address rapidly expanding human insecurity at home."

“Under the most extreme circumstances, this might include use of military force against hostile groups inside the United States. Further, DoD would be, by necessity, an essential enabling hub for the continuity of political authority in a multi-state or nationwide civil conflict or disturbance."


So, the DOD would be "an essential enabling hub for the continuity of political authority." Interesting. I wonder what a bunch of Marxists would do with that enabling hub during an economic collapse? Simply restore order and the Republic? Or scrap it, once and for all. imposing a military dictatorship with them in command of a new 'five year plan" of relocation, re-education, and work parties. What do you fellas think?

What I find so striking is the complete absence of any consideration of the states as sovereign states, any consideration of the use of state militia rather than the standing army, and a total absence of consideration of any limits on federal power. It is just presumed that the government will do whatever it takes to restore order and crush any and all resistance.

This reeks of martial law preparation, right up there with all of those handy dandy Executive Orders and Emergency Powers. Just one MORE trick up the Fed's dirty sleeve.

I wonder if this has ever been made public? Do the soldiers know about this?

Should that be translated as: "Ok, once our bad spending catches up with us and Wall Street bites the big one, people might be a tad bit upset, especially when you come to 'take them to a safer place'."?

But we have gasses that are so much better than Zyclon-B (hydrogen cyanide) for delousing all those refugees after their long train rides!

This stuff has been around forever. During the Cold War there were "continuity of government" plans intended to operate in the aftermath of a nuclear strike.

In period soon after the fall of the Wall alot of the bunkers and infrastructure were decommissioned (and in the case of telecomms the obsolete infrastructure simply couldn't be maintained as the the skills needed for that tech passed away with the generation of engineers that built it) but the fundamental policy infrastructures and planning for post-general war devastation is deeply entrenched. Unsurprisingly it revolves around martial law and an elite, occult, group of the great and good who will maintain "civilisation" while whatever the disaster is burns away the dead wood. (In fact, mass civilian deaths as a result of nuclear strikes was explicitly compared with burning away dead wood in a forest of great trees in one official British Cold War era war planning document.)

IMHO, what is necessary and sufficient is a civil defence programme that dovetails which regional and national military defence efforts and is organic to local communities, i.e. more along the lines of Switzerland than the way USA or UK is organised.

As your Founding Fathers observed, a standing army in time of peace is completely antithetical to social and political liberty.

Hence the never-ending Global War On (some) Terrorism is the darling of the political and corporate elites, alongside the transformation of the ever-more militarised police into a branch of the standing army.

Of course they are preparing for a confrontation with the population and non-state organizations once the social contract crumbles. It is inevitable and the powers would be foolish not to consider the deployment of their resources. Stupid is not one of the words I would use to describe the individuals who seek power over us -- and it would be stupid for them not to prepare. They believe that they control the military and they are anticipating its employment as the sword and shield of a supreme national government.

Modern Statists are not indifferent to Dual Federalism, they merely cannot comprehend it. The idea that the individual States are sovereign is foreign to them. Their kind of thinking presumes not that there are individual States with rights and responsibilities to consider and then discount -- they simply do not know otherwise! This is exactly the kind of mindset from 'our betters' that will kick this thing off -- it isn't the spark, it is the tender.

If the Federal Gov can't/won't trust the States, and (most) States don't bother to organize their counties, and at the county level militia is considered synonymous with terrorist...

... rather than militia being a cornerstone of society of who will stand watch/fill sandbags/direct traffic/transmit messages/guard fuel depots-electricity infrastructure-water supplies/protect cops, firefighters and Sheriff's deputies (who will be outnumbered 500:1) from opportunistic criminals under a legal framework that will keep enough order that regular people won't starve (much).

Boy Scouts, Explorer and OA units should be designated an emergency civilian function. Their Federal Charter makes them almost as close to what is needed as exists in local communities.

The Unknown SHOULD scare the Fed, but the solution is the one with maximum flexibility, geographical distribution, and minimum cost: locals who stockpile and train for whatever comes.

But, this requires trust. Perhaps a no-bid cost+ contract could be done for several bulk containers of "trust"?

The Fed's don't like this solution because locals are not under complete centralized control/micro-management and have loyalty to other locals (family/friends/neighbors/coworkers, as well as their militia unit). That's too bad, because this is all we can afford.

"Violent, strategic dislocation in the CONUS" sounds to me like a coordinated attack to attempt to reduce an area of the USA to Port-Au-Prince condition 2 days after the quake. That would be quite a feat! OTOH, a West Coast earthquake from Anchorage to San Diego with multiple 8+ epicenters could be this event without a foreign power involved.

CD used to be an office of the Pentagon. The name was the mission: keep as many Americans alive as possible to respond to the crisis. FEMA: the name is the mission. F. Emergency Management A. means warehouses of body bags around the nation and mass graves as a first response, then federal gift cards for survivors and denial of access to homes and property (while they are pried open, X-coded, and looted).

Don't forget your laminated FEMA USAR structure marking standards card, emergency orange spray paint, duct tape, lumber crayons, big-black Sharpie.

Looks like the time is almost here, fellas. I'm a member of OathKeepers, and I hope that we have a fair share of active military on our side when this goes down. And it probably will.

This may very well be what Obama is waiting for, to make his "dictator" move on this country. We won't go quietly, and we will shoot back.

I'm predicting April 19, 2010 as a bad day for the American economy. What happens after that is up to them.

I don't think the ideas being presented surprise anyone here or elsewhere that has been paying attention. The Government has had these ideas forever, they were just classified. What is surprising is the frequency at which the Government is actually putting the ideas into words that people can see.

April 19, 1775 was when the British came to take the arms of the colonists. Since then, a number of things have happened on April 19, including the Government murder of the victims of Waco. Waco is the one I can remember off the top of my head but there have been others. The price of gold is following the DOW industrials. They are usually going opposite directions. This is a good indication that the market is being controlled by nothing more than the injection of taxpayer money. The market can't sustain this for long. Again, April 19, 2010 is just a prediction but I'm buying as much gold and silver as I can afford. Also, like many, I'm buying ammunition as well. All three items will be able to be used as currency if the time comes. If it doesn't come, they are good investments.
