Since adopting a policy of tolerance and non-prosecution of cannabis/hashish smokers (it is available in cafes and bars) and rehabilitation and diversion programs for hard drug users, Holland has seen a substantial reduction in cannabis consumption among teenagers3 and a 33% drop in the number of heroin addicts. The strategy of separating cannabis sales from hard drug dealers by bringing pot above-ground has been quite successful. (L.A. Times, August, 1989) In 1998, despite constant pressure from the U.S. government and the DEA, the Dutch government has totally refused to recriminalize marijuana!
