Yes indeed.  Read Secretary of Defense Cohen's statement at a conference in Georgia in 1997.  Here's what he said:

 

"Others [terrorists] are engaging even in an eco-type of terrorism whereby they can alter the climate, set off earthquakes, volcanoes remotely through the use of electromagnetic waves… So there are plenty of ingenious minds out there that are at work finding ways in which they can wreak terror upon other nations…It's real, and that's the reason why we have to intensify our [counterterrorism] efforts."  Secretary of Defense William Cohen at an April 1997 counterterrorism conference sponsored by former Senator Sam Nunn.  Quoted from DoD News Briefing, Secretary of Defense William S. In short, since July 4, 1976 we have not had normal weather over North America, and we are not having normal weather in 2001.  Our weather today is actually being engineered (and dramatically worsened) by rogue Japanese (Yakuza and Aum Shinrikyo) on site in Russia, where they leased the earlier scalar interferometers and longitudinal EM wave interferometers from the KGB on site, at the end of 1989.  That is 100% reliable information.

Today, some 10 nations have either scalar interferometry weapons or longitudinal EM wave interferometer weapons or both.  And today there is still ongoing a "weather war" that can only be appreciated technically in terms of higher group symmetry electrodynamics, NOT by standard radar engineering and U(1) classical EM theory.

 

So unless the person checked with understands the "secret weapons" actually developed, deployed, and in use, and understands scalar EM interferometry for weather engineering (including higher group symmetry electrodynamics), then he is totally unaware of what is actually going on, who's doing it, and how it's being done.

 

So the comments were invalid and were from a person obviously uninformed.  The classical EM model taught to electrical engineers is 137 years old, and seriously flawed.  Just because we are teaching and using it, does not mean that everybody else is.  A great deal of electrodynamics and physics have been discovered since Maxwell published his seminal theory in 1865.   Far better systems of electrodynamics have been developed, mostly for particle physics where the normal stuff "folds up".

 

Within the last decade, almost every major weapons laboratory in the world has also "discovered" longitudinal EM waves and their astonishing capabilities and characteristics.  Some of our own national weapons labs openly carry or have carried such papers on their website, sometimes under the name "undistorted progressive waves".  So such far more esoteric EM waves and their interferometry and effects now are widely known to major weapons laboratories around the world.  They have been known and used in the Soviet Union, Brazil, China, etc. for some decades.

 

With such interferometry, one can either produce "heating" at a distance or "cooling" at a distance.  If you wish to lesson violent storms, one way is to flash them with "cooling" bursts, gradually depotentializing the electrical charge and thus the energy of the storm.  Something like that may be what the big flasher is doing.

I sent your update to a friend with a technical bent. He had this to say:

 I hope nobody is taking these weather radar
 "anomalies" seriously. They always seem to have
 a fixed radius centered most likely on a
 particular radar station. These large weather
 maps are composites of many radar stations'
 data. I can easily imagine that there is an
 occasional instance where a given station's
 radar becomes too sensitive for a minute or two
 and returns reflections for its entire radius
 for parts or all of a 360 degree rotation. The
 regional or nationwide maps include this
 defective data automatically. Each radar
 station's coverage is delimited to a specific
 radius with a smaller radius being ignored
 (because of too many false returns close to the
 antenna); thus the donut shapes of these
 patterns.
 
 These people seem a bit quick to become excited
 by anomalies which can be parsimoniously
 explained by commonplace events. 

Are you of aware of any information or argument that would refute this explanation?
