Yes, Wilbur is one of the truly deep thinkers.  And yes, evolution does appear to have occurred in sudden "jumps" of very substantive changes -- such as the legs changing to wings, etc. and at the same time the bones hollowing, etc.

The real problem with the present approach to evolution is that we ourselves do not have the knowledge yet to fully approach it.  There is still far more to physics than any of us have dreamed of.  Until we have developed and are utilizing the "internal" or infolded longitudinal EM waves inside (and comprising) all our present EM fields, potentials, and waves (which are just "envelopes"), we are not aware of, or using, or analyzing, the internal "spacetime curvature engines" that are transported by EM signals etc. The Miller-Fox-Urey biogenesis experiments, e.g., WERE NOT performed in an "inert" environment at all.  The engines for every form of life in the universe that has ever been, either on the earth or elsewhere, is already present inside the electrical fields, potentials, waves, discharges, etc. The engines and "information" on every step in evolution back along the chain to the original protosynthesis, is still there in every field, potential, and wave, and inside every atom, molecule, etc..  That includes the  engines for the complete genetics changes that have occurred.  Even in the virtual state, if energy is added, real observable particles, patterns, etc. can be lifted from the virtual state and become observable (real). Sharp gradients (such as sharp discharges used in those experiments) do violate the thermodynamics second law, and so "reactions can and do run backwards in regions and for some time duration, in such discharges.  E.g., check out G. M. Wang, E. M. Sevick, Emil Mittag, Debra J. Searles, and Denis J. Evans, "Experimental Demonstration of Violations of the Second Law of Thermodynamics for Small Systems and Short Time Scales," Phys. Rev. Lett., 89(5), 29 July 2002, 050601.  Such violations have been experimentally demonstrated for micron (colloidal) size and for up to two seconds.  We point out that, in water, in a cubic micron there are some 30 billion water molecules, e.g.  Allowing for time-reversal of such an area, and sudden and sharp gradient injection of high energy density momentarily, one can get some very interesting "reversals back to previous states".  I don't believe anything like this has yet been applied in analysis of biogenesis experiments.

One of the things I'm struggling with just now (with respect to unusual mechanisms perhaps applicable to EM energy systems) is that of negative group delays.  It has been well said that coming events cast their shadows before.  When such portents are present for imminently coming things, the shadows in fact do start emerging into realities.  And so they are, even in the scientific community.  As crazy as it sounds, e.g., one can build reversed electronic signal circuits where the output appears before the input is made.  In other words, the effect appears before the cause.  For awhile, that thing has been slowly growing in physics itself, with little fanfare.  Just two days ago, my latest issue of Am. J. Phys. arrived, and it has a nice (and practical) little article by Nakanishi, Sugiyama, and Kitano beginning on p. 1117.  They include an actual electronic circuit which inverts causality, and the output appears and is measured in the circuit before the input is inserted.  As weird as it sounds, this is indeed included in physics and in real electronic circuits and technology.  Such experiments also have been done for some years, by multiple scientists.  Yet I don't know of any electrical power company that has ever looked into the potential application of such technology to electrical power systems.

What I really want to know is whether something like what happens in the delayed choice two slit experiment (popularized by Wheeler and others) can be done with negative group delays.  It that turns out to be possible, then one is looking at something very startling.  One can conceivably start the process, getting the output, and then interrupt the input process and not input it after all.  Then it appears that something novel will happen (should it work similar to the delayed choice two-slit experiment).  Either the opposite of the effect then freely occurs in the same place the output was obtained (wouldn't that be a neat way to get AC from a changing DC pulse!), or something weird happens in the input section.  For this one we really do wish to find out what will happen.  In the two-slit experiment, of course, an electron passes through two slits simultaneously in its dual "wave nature", then interferes with itself on the other side to give a standard wave-interference type strike distribution pattern.  If one covers one of the holes and repeats the experiment, the electron passes through the other hole as a particle, and strikes in a very narrow "distribution" pattern about a line into the screen.  With both holes uncovered, one gets the "passing through two holes in its wave nature" effect, and the wave pattern strike distribution.

But one can wait until (at the speed of light) the electron has already passed through the two slits and is in theory on the other side, and still make a change and control whether the electron shall have passed through two holes or through one hole, AFTERWARDS, and thus decide whether it will exhibit its particle nature or its wave nature as if it had been just that one during the entire experiment.  This led Wheeler to make his famous statement that a phenomenon is not a phenomenon until it is an observed phenomenon, which precisely aligns with my approach that observation is a partial with respect to t operator, applied to an ongoing 4-space dynamics, destroying time and producing an instantaneous, frozen 3-space snapshot.  In that view, no observable exists in time, a priori.  A mass does not exist in time; masstime does.  But we do the observation continually at very high speed (via photon absorption and emission), and so we "see" the "movement of a mass through space" or its "continuous existence in time" just the way we see a motion picture: in a series of individual frames, running at speed.

But things like the negative group delays in a deliberate electronic circuit show us that such matters can in fact be deliberately engineered, if we turn our minds to it.  But so far, just about everything in power engineering (in the halls of the leaders of our scientific community) is business as usual and more of the same.

So over the next months and for about a year, I'll be slowly working on this sort of thing and putting the results into preliminary briefs etc.  I tentatively believe negative group delay can also be used in novel electrical power units, and as we can we will be exploring it from that angle.  A colleague and I have for some time been embarked on producing a second book about a year from now (in the Energy from the Vacuum series), dealing with what we have labeled "inverted circuits".  He has a small inverted power circuit working on the bench now, and the process does work and it does produce a nice COP1.0.  Our inverted circuit work has dealt with dramatically reducing the current in a circuit, while maintaining the same amount of overall energy flow (without changing the original input voltage either).  At first blush it sounds impossible, but not when one realizes that there is already about a trillion times as much Heaviside nondiverged energy flow component tracking the Poynting current flow in the circuit as is in the accounted Poynting energy flow (the diverged component) itself.  Circa 1890 or so, Lorentz neatly and very arbitrarily disposed of all accountability of the giant Heaviside energy flow component, since no one could explain where on earth such an enormous energy flow from the terminals of every generator and battery could be coming from.  Try telling your local EE department that a generator actually outputs something like a trillion times as much energy as what one mechanically inputs to the generator shaft, and see what they say.  If you convince them you're not insane after all, and point them to the original literature where Heaviside discovered it, they just become very angry.  Never mind that it's true!  It isn't wanted!   Anyway, our inverted circuits do use a bit of this readily available and extra HUGE energy flow that is already there but just unused to date. It's a bit difficult to get it right and make it work, but it is doable.  We suspect that this alone can power most of the electrical needs of humanity, if we get funding and get it developed.  Just now it's only a little laboratory curiosity.  My colleague invented the circuit and the physical method of "coaxing" it to happen.  And it works!

It also appears that Fogal will get his semiconductors into production and usage very soon now, driven by recently emerged serious requirements and urgent needs.  With his prototype technology, subspace communication and superluminal communication can become standard technology.  One can also take a photo, and realize that the entire past history of the EM in the light emitted from the target or reflected from it, that was captured by the film or digital receiver, is still there, even if heavy noise was added along the way  to the camera by many (even 10) orders of magnitude, and is obscuring everything.  Fogal can go right in there and get to the original signal, when no noise was present.  He can pull out the signal itself and remove all the noise.  At a major university in Europe, he demonstrated this technique and the scientists tested it meticulously.  He has also demonstrated it in the U.S.  With his chips, room temperature superconductivity is straightforward and simple.  So is superluminal and even instantaneous "signal tunneling", even at a great distance.  With a little more effort, so is "seeing right into the depths of great assemblages of matter".  Eventually, one will be able to simply focus down inside the sun, e.g., and directly sense, record, and analyze what is going on at the deeper levels.  Or inside the earth.  Or the moon.  Etc.  Eventually the REAL way to do earthquake warning will be to do direct observation and scanning inside the earth, including measurements at a distance.

Matter is, after all, mostly empty space filled with EM waves, potentials, and fields -- and those are merely bundles of longitudinal EM waves with impressed dynamics, coupled with time-polarized EM waves.  Fogal's semiconductors are able to use those longitudinal EM waves.  A few years ago, a major company in its own lab, using Bill's prototype equipment, sent a signal up to a satellite, into it, back out of it via its transmitter, back down the downlink to the receiver on the ground, then through several repeater stations along the usual route to the lab.  For that entire circuit, there was zero time delay between insertion of the Fogal signal on the front end and the emergence of the signal on the rear end.

The scientists working in the group delays involved in special electrical circuits have already proven that there are two types of superluminal propagation of signals.  For the first kind, the signal propagates faster than light, but the effect occurs after the cause, just quicker than would occur at light speed propagation. That is a positive group delay.  For the second kind, the effect occurs before the cause, and that is a negative group delay.  Again, as weird as it sounds, these effects do occur in fairly simple electronic circuits.  Just see the article by Nakanishi et al., pull the references cited, and you're off and running in looking into the status of that area.

Now you can see why I became so interested in negative group delays in actual circuits, and in superluminal transmissions in actual circuits, already in the literature.  They are already real, and there should be a truly massive ongoing program in the scientific community, going after developing this area with large funding and high priority.

Fogal's special semiconductors also can be used to produce overunity energy systems.  Once the semiconductors are available, we will be producing power systems using them, and placing them on the market, with royalties going to Fogal. If we do have success in our energy endeavors, it will produce substantial funds.  If so, then we will have the wherewithal to fund the medical project ourselves, directly, and we will do so in a New York minute. We will also commit substantial funds to building up and developing the infrastructures in those poor, struggling nations of the world.  Provide schools, with teachers and textbooks furnished freely, elementary hygiene, pure water wells, give them free energy systems and send around maintenance teams periodically to keep them going. Build roads and bridges, so they can get moving.  Send in medical teams so they can be rid of most of the infectious diseases, etc.  Put in a few railroad tracks where they are desperately needed, etc.  Or develop other means of mass transportation. All such is in our plans, just in case we ever do succeed.  And if we don't succeed, then we'll leave as much information behind as possible, and perhaps the interested bright young fellows can still get it done after old dogs like me are long gone.

What matters is that it eventually gets done.

Since discovering you and your works one month ago, I have eagerly been assimilating it. As a mechanical Engineer and a non-doctorial one at that, I have no credentials or expert experience to engage in peer exchanges at the level of your functioning. But on a more intuitive level, I must credit not only the correctness of the bulk of your theory and practice, but your membership in the club of massively seminal thinkers.

Now that I have preambled with what may come off as sycophantic but was heartfelt, I will get to the reason for this correspondence. Two facets of the subject matter you deal with are eerily resonant with those of another seminal thinker. He is Ken Wilber. He defies categorization, like all trailblazers. Here is an excerpt from the foreword of his 1996 book "A brief history of Everything":  " 'No epoch is finally privileged. We are all tomorrow's food. The process continues, and spirit is found in the process itself, not in any particular epoch or time or place'. .. At another level, Wilber serves...as a demystifier and debunker  a discerning critic of the teachers, techniques, ideas, and systems that promise routes to encompassing truth, but are more commonly incomplete, misleading, misguided, or distorted. Fearful of any change and infinitely capable of self-deception, we are too quick to latch on to simple answers and quick fixes, which finally just narrow our perspective and abort our development"

Relevant to your thoughts on quantum evolutionary leaps, Wilber muses: "Evolution clearly operates in part by Darwinian natural selection, but this process simply selects those transformations that have ALREADY occurred by mechanisms that absolutely nobody understands. ...  Take the standard notion that wings simply evolved from forelegs. It takes perhaps a hundred mutations to produce a functional wing from a leg  a half-wing will not do. A half-leg is no good as a leg and no good as a wing  you can't run and you can't fly. It has no adaptive value whatsoever. In other words, with a half-wing you are dinner. The wing will happen only if these mutations happen all at once, in one animal and also those same mutations must occur simultaneously in another animal of the opposite sex, , and then they have to find each other, have dinner, a few drinks, mate, and have offspring with functional wings. ... For the moment, everybody has simply agreed to call this "quantum evolution" or "punctuated evolution"  - radically novel and emergent and incredibly complex holons come into existence in a huge leap, in a quantum-like fashion with no evidence whatsoever of intermediate forms. Dozens or hundreds of simultaneous nonlethal mutations have to happen at the same time in order to survive at all  the wing, for example, or the eyeball.   ...  However we decide these extraordinary transformations occur, the fact is undeniable that they do. Thus, many theorists, like Eric Jantsch, simply refer to evolution as "self- realization through self-transcendence." Evolution is a wildly self- transcending process; it has the utterly amazing capacity to go beyond what went before. So evolution is in part a process of transcendence, which incorporates what went before and then adds incredibly novel components. The drive to self-transcendence is thus built into the very fabric of the Kosmos itself." Relevant to your analogy of the surface of the ocean above as a miniscule hint of the unseen ocean of vastly higher-order complexity, Wilber has these thoughts: "...in a scientific text, you will find the limbic system, for example, described in detail  its components, its biochemistry, when and how it evolved, how it relates to other parts of the organism, and so on. And you will probably find it mentioned that the limbic system is the home of certain very fundamental emotions, certain basic types of sex and aggression and fear and desire, whether that limbic system appears in horses or humans or apes. But of these emotions, of course, you will not find much description, because emotions pertain to the INTERIOR EXPERIENCE of the limbic system. These emotions and the awareness that goes with them are what the holon (part/whole  inthis instance, a living animal or person) with a limbic system experiences from within, on the inside, in its interior. And OBJECTIVE scientific descriptions are not much interested in that interior consciousness, because that interior space cannot be accessed in an objective, empirical fashion. You can only FEEL these feelings from within. When you experience a sort of primal joy, for example, even if you are a brain physiologist, you do not say to yourself , Wow, what a limbic day. Rather, you describe those feelings in intimate, personal, emotional terms, SUBJECTIVE terms: I feel wonderful, it's great to be alive, or whatnot."

Reading over the above, I feel that I have not nailed the essence of the congruencies of your and Wilbur's intellectual thrust. I hope I have piqued your curiosity enough to spur a look for yourself to the works of this man. And I further hope that there will be symbiotic and synergistic results from an exchange between you two.
