Floyd, First,
the little nation had weaponry long before that date.
Several other nations also have some rather astounding weaponry
as well. Second, if you
destroy the population, heartland, and bases of a nation, you destroy
the nation, even if you do not kill a single one of its soldiers on
the distant battlefield. That
is what dead-man fuzing is all about; a way for a nation with inferior
strategic and field forces to yet be strong enough to force a mighty
nation to "bottle up" its own fearsomely superior forces. With
sufficient dead man fuzing of almost any kind, and teams already in
place in the enemy heartland to set the weapons off, the
indiscriminate use of any strategic weapon is countered by it, unless
one wishes to commit suicide. Even
with vastly superior strategic and operational weaponry such as
nuclear weapons, scalar weapons, etc., if one then uses that weaponry
to attack and destroys his adversary, the "dead man fuzing"
of the adversary is set off and one's own nation essentially
disappears from the face of the earth or suffers catastrophic
destruction. That is the exact theory behind the notion of
"mutual assured destruction".
It is not as simple as just having superior weapons, even far
superior to those of one's enemy. It's based on the old wisdom of the
king cobra, mongoose, and man pitted against each other.
The king cobra can easily kill a dozen men, yet the little
mongoose will kill the cobra most times they fight.
The man, on the other hand, is relatively secure against the
mongoose. So which is
superior? It depends on
the specific situation. E.g.,
in the Gulf war, you will note that our forces stopped short of
destroying the Red guards, even though they had them trapped.
That of course guaranteed that Saddam Hussein would remain in
power, and we would not really "pull the dragon's teeth".
You will also note the careful use of the phrase that was
injected: "We have accomplished our mission of ejecting the Iraqi
forces from Kuwait," or similar.
Suddenly we were not fighting a war to rid the world of the Red
Guards and Saddam Hussein, but an "ejection"???? Could
it possibly be that President Bush was briefed on the dead man fuzing
retaliation capability of Saddam Hussein, and his capability to put at
least 10 million Americans dying in the streets with anthrax alone?
And that General Schwarzkopf received the same briefing?
We will never know, because they will never tell us.
The answer "no" to a direct question about such a
briefing is immaterial; that's the same answer Eisenhower did when
Powers' plane was shot down over the Soviet Union by the Russians in
1960, and Eisenhower was questioned whether it was a spy plane,
remember? They had
President Eisenhower lie to the whole world, right on camera and the
microphone. Of course
Khrushchev had set him up, having captured the pilot alive, and he
called Eisenhower's bluff and placed Powers on exhibit for all the
world to see. In large
strategic matters, it seems that lying to the public is sometimes
considered necessary, and is regarded as part of a "deception
plan" to fool the enemy. It
sometimes backfires on those high officials having to do the lying,
though, as it did upon President Eisenhower. The
undeniable fact is that Saddam Hussein's fleeing forces were hemmed
in, and those Red Guards could have been destroyed in 48 hours,
tearing the military force support from Saddam Hussein, so that his
overthrow would have followed shortly.
So for whatever reason, we managed to "snatch a kind of
defeat" from the jaws of victory, so to speak.
It may have been because of the unacceptable dead man fuzing
response in American cities that Hussein was capable of unleashing
with a single command. At
any rate, many conventional analysts are convinced the ground forces
were committed in the Persian Gulf primarily to secure the oil.
Quoting Miller and Mylroie: "President
Bush offered several explanations of his decision to send ground
forces to the Persian Gulf, a decision he made without consulting
either the American people or their designated representatives.
After trying out several variations on different themes, he
settled on the deployment as a means of preserving 'our very way of
life'. … He could
have put it more directly: Americans went to the Gulf for oil, on
which our 'very way of life' so greatly depends.
… President Bush .. acted because Saddam Hussein, this
particular thug, chose to swallow up Kuwait, that particular
defenseless country, in the part of the world that happens to contain
40 percent of the planet's petroleum reserves."

In my opinion this is true, but still does not explain why the
sudden decision was made not to remove the "thug" since his
forces were in the grasp of Schwarzkopf. And
yes, in case it makes any difference to anyone, I personally approve
of President Bush's decision to prevent seizure and/or domination of
the MidEast and its oil by Iraq. Had
he not moved, the recent energy crunch in California pale by
comparison to what would have happened to the entire U.S.
An economic collapse of the U.S. would have been almost
inevitable at Saddam Hussein's hands. Strangle
the oil, and you strangle America and much of the West as well. That's
one neat little way for a power-seeker such as Saddam Hussein to bring
a Goliath such as the U.S. to its knees. Another
is to install sufficient dead man fuzing in Goliath's home.
Both are better yet, as far as the dictator thirsting for
overthrow of the U.S. is concerned. Consider
this fact. After the Gulf
War, the UN inspection teams found weapon grade uranium residues in
some of the calutrons, before the Iraqis moved them.
I personally was producing an official threat document for one
of the MidEast nations before, during, and after the Gulf War.
Our study concluded that Saddam Hussein already had made enough
enriched uranium to make from 5 to 7 atomic bombs of his own.
He moved the calutrons to an undisclosed location before full
inspections could be performed. He
has very probably continued to enrich uranium, and should have enough
enriched bomb-grade uranium at present for perhaps three
dozen atomic bombs. At
the same time that President Bush's decision to halt Schwarzkopf and
not allow the total destruction of the Red Guards was suddenly made,
Saddam Hussein already had hostile teams on site in the large
population centers of the U.S. These
teams had anthrax and biological agents, as well as chemical agents,
and they may even have had a few clandestine nuclear weapons on site
also. Also at the same
time, those same large population centers of the U.S. had large (not
little suitcase size!) Russian nuclear weapons hidden in them, again
with Spetznatz teams ready to unleash them.
Lunev, e.g., tells us how they brought these weapons in.

Russian military intelligence to the extent that arms caches lie in
wait for use by Russian special forces — or Spetznatz." p.

is surprisingly easy to smuggle nuclear weapons into the United
States. A commonly used
method is for a Russian airplane to fly across the ocean on a typical
reconnaissance flight. The
planes will be tracked by U.S. radar, but that's not a problem.
When there are no other aircraft in visual
range, the Russian airplane will launch a small, high-tech, stealth
transport missile that can slip undetected into remote areas of the
country. The missiles are
retrieved by GRU operatives.
Another way to get a weapon into the country is to have an
'oceanographic research' submarine deliver the device—accompanied by
GRU specialists—to a remote section of coastline.
Nuclear devices can also be slipped across the Mexican or
Canadian borders. It is
easy to get a bomb to Cuba and from there transport it to Mexico.
Usually the devices are carried by a Russian intelligence
officer or a trusted agent." To
show just how easy it was to purchase nuclear arms from Russia after
the collapse of its economy, here is one incident Lunev tells us
about: p.
17.
""…Ludwig
Feinberg, a Russian mobster, purchased a Piranha-class nuclear
submarine from the Russian Naval Base in Kronstadt for $5.5 million.
The submarine was to be disguised as an oceanographic research
vessel, but would, in fact, transport cocaine to ports in North
America. To facilitate
his plan, Feinberg signed a Russian admiral to a two-year contract.
Feinberg was arrested in the United States on other charges,
and his submarine deal collapsed." One
wonders how many other such purchases did
not
fall through. The Russian
Mafia is the power in Russia today, and is growing rapidly in the
United States and in Israel. Here
are additional quotes from Lunev: p.
14.:
"The Soviet Union did
not collapse because of 'reform minded leaders' or because of the
Reagan administration's brilliantly aggressive strategy (though that
strategy played a part). The
truth is that the Russian mafia caused the collapse.
Soviet 'reform' was nothing more than a criminal
revolution." p.
12:
"When the Soviet Union
collapsed and its industries were privatized, there was only one group
within Russia with the money to buy the new industries, and that was
the Russian mafia. But
the mafia did more than buy the industries — it bought the
government." [And
we thought that the lobbyists buying our
politicians were bad!] p.
28:
"Officially,
Gorbachev killed all research into chemical, biological, and other
weapons systems. Ironically,
Yeltsin also had to issue a decree killing these programs years later.
Recent defectors, however, tell that the research into all
these programs is continuing."
Comment:
one of those neat little biological agents developed by the Russians
was and is a modified smallpox agent, immune to the present vaccine.
A great many persons now are not vaccinated against smallpox
anyway. The pitifully
small vaccine stocks that are left, in case ordinary smallpox were
unleashed, are leaking and most is unfit for human use.
How bad is that? Unleashing
smallpox (even the ordinary kind) in a single large city will
eventually kill off nearly one third of the human population on earth.
Check it out; see Garrett: "Were
a terrorist to disperse the smallpox virus, for example, populations
that were once universally vaccinated would now be horribly
vulnerable. Today the
U.S. government stows only about 15.4 million doses of the smallpox
vaccine—enough for less than seven percent of the American
population. The World
Health Organization (WHO) keeps another 500,000 doses in the
Netherlands, and other national stockpiles total about 60 million more
doses of varying quality and potency.
If the smallpox virus were released today, the majority of the
world's population would be defenseless, and given the virus' 30
percent kill rate, nearly two billion people would die." [Laurie

The quote is from p. 77. Again,
Lunev, p. 32: . "In the early
1990s, the GRU decided that it would train any terrorist group that
was able to pay for it. If
they are politically aligned with Russia, all the better.
However, that is not a requirement." p.
161-162:
"….the Russian
mafia will become a major problem around the world.
They will infiltrate any profitable market and are ruthless
criminals. They have set
up major operations in New York, California, and Florida.
Russian émigrés provide them with a vulnerable community to
exploit and gain a foothold. Then
they expand. Only a
strong and diligent government can control their spread.
The FBI will have its hands full." We
note that the Russian Mafia has already become a great headache in
Israel, stuffing a great deal of laundered money in Israeli banks.
It was so bad that the Israelis quintupled the staff of their
counterintelligence agency seeking out such penetration and
money-laundering. So
all the terrorist groups that wished biological agents, chemical
weapons, etc. have them now, with high probability.
Much of those arsenals of weapons of mass destruction have been
infiltrated on-site into the U.S. by several nations hostile to the
U.S. For decades, e.g.,
Castro has run guerrilla and agent training camps in Southern Mexico,
and the majority of the graduates have been infiltrated into the
United States across the Rio Grande.
Perhaps 5,000 are here, waiting for the command to blow up key
bridges, power distribution lines and centers, key dams, refineries,
pipelines, etc. In
short, as we said in other papers:
The first phase of World War III has already largely been
accomplished. That is,
the first phase is the delivery of the strategic weapons on site to
the target in the adversary's homeland.
The second phase is to set them off on order.
The world is actually a giant powder keg, with the clock on the
timer ticking away. We
are and have been in the first phase of WW III for some time, and the
news media and populace are not even aware of it. That
is really what the term "dead man fuzing" is and implies.
Dead man fuzing has been elevated to the major way to conduct
strategic war, or certainly one of the major ways to do so. It
is not all just "superweapons".
As has been said, the poor man's atomic bombs are those other
weapons of mass destruction such as chemical, biological, etc.
weapons. In
the U.S., we have already been "seeded" by both the
strategic nukes and the poor man's "nukes", so to speak, and
the superweapons have also been gingerly tested against us, as
essentially confirmed by then Secretary of Defense William Cohen in
1997. Quoting: "Others
[terrorists] are engaging even in an eco-type of terrorism whereby
they can alter the climate, set off earthquakes, volcanoes remotely
through the use of electromagnetic waves… So there are plenty of
ingenious minds out there that are at work finding ways in which they
can wreak terror upon other nations…It's real, and that's the reason
why we have to intensify our [counterterrorism] efforts."

to the SecDef, at the very moment he was making that statement in
Georgia, KGB strategic forces were standing down from a full-bore
superweapon strategic attack that had been scheduled to be unleashed
on May 1, 1997, three days later.
Do not ask me a question about that for I will not answer.
But it is 100% true. That
was the second such full-up strategic attack that had been scheduled
against the United States that year, both of which were forced to be
aborted and not launched. A
third giant attack force abuilding apparently was later destroyed on
site in Russia. It never
made the papers and it never will.
The acceptance tests for that weapon system consisted of the
instant seizure and control of Captain Button in his A-10, and flying
him around for one hour, until he finally crashed and died in the
crash. A second was
against Captain Svoboda in her A-10, climbing out of ordnance release
on the range target at night. Her
sense of up and down were flipped, causing her to instantly react to
"pull up sharply and climb", so that she suddenly dived
headlong into the ground and died in the explosion.
A third was against Captain Hess, who went for his morning jog,
sudden peeled aside, sat down, and stabbed himself repeatedly in the
torso, more than one penetrating the heart. For some of this, see my

Even so, a combination of judicious forcible intervention and
dead man fuzing prevented these strategic attacks from being launched. The
Congress's Office of Technology Assessment studied what would happen
if a professional anthrax attack were placed on Washington D.C.
One would use a Piper-Cub sized airplane, with a simple cheap
agricultural sprayer, two men (one to fly, one to spray) and 100
kilograms of anthrax spores. Then
just putter around over Washington, D.C. on a calm night with little
or no wind. The plane
lands and the terrorists vanish back into the shadows from whence they
came. The first sign that
anything is wrong, will be when loads of people start coming down sick
with the symptoms of anthrax. That
simple thing will produce 1 to 3 million U.S. casualties, in that
single city alone, by the official OTA study.
It's
even worse. If the QP
weapons (already tested in this mode over the U.S.) are used to lower
the immune systems of the targeted population, then from 3 to 5 times
as many casualties will result from that same attack.
In short, from 3 to 15 million U.S. citizens will lie dying of
anthrax very shortly, in that single city alone.
And 5 to 10 cities could easily be simultaneously targeted and
hit. A total of, say, 20
terrorists with some back-up support.
And a total of from 5 to 10 kilograms of anthrax spores. Pound
for pound, the anthrax gives far more "bang for the buck"
than nuclear weapons. Far
more! There
is nowhere in our nation any real capability to adequately deal with
such an attack and the
extraordinary number of mass casualties, and don't let them kid you.
Once the anthrax symptoms are evident, most of the stricken
will die anyway. There
are nowhere nearly enough medical teams, antibiotics, hospital
shelters, etc. available to scratch the surface.
There are absolutely no civilian personnel shelters for the
populace in the cities, much less with biological agent filters.
There are no gas masks for the civilian population, and none
that are biological warfare proof also.
In such conditions, two very unpleasant things will of
necessity happen: (1)
triage will apply; most of those stricken will show symptoms,
and they will just be set aside and parked to die as it is nearly
useless to treat them; and (2) it is almost certain that our own
forces will promptly utilize some harsh chemical sprays to spray the
entire city and the entire populace, in order to desperately
decontaminate the city or try to.
This spray will kill the anthrax spores, on the ground and
including in lungs that breathe it in.
But it is highly stressing, and will strongly stress the aged,
the infirm, those with lung or breathing disorders, infants and very
small children, etc. Undoubtedly
the spray will itself kill a few more civilians, perhaps (gut estimate
in this case) as many as 25,000.
They have no choice but to try desperately to decontaminate the
city, else the anthrax will remain and continue to kill masses of
people by the million, wholesale. We
now face the kind of decisions in our population defense, as formerly
was reserved for combat
soldiers on distant battlefields.
There a commander might have to sacrifice one or two divisions
to block a horrendous attack and hold it, while withdrawing and saving
the remainder of his army, back to a better position to fight again.
When he issued the order, he knew he was sending those brave
men -- 18,000 per division -- to their certain death.
But in so doing, he saved the rest of his army, perhaps
200,000. Today, that same
kind of horrible decision has to be made by those commanders and
federal officials overseeing the defense of the American populace.
As a military man, I admit I can make such a decision for
combat forces; that is one of the terrible facts of war that any
military officer must accept a priori.
But it would bother me very deeply to be faced with such a
decision to use a harsh spray, etc. on our own citizens, killing --
say -- 25,000, in order to save 10 million or more.
I understand the necessity for such a decision, and the
inevitability, but am not sure I personally could make it.
Such are the horrors of modern war, which now has been moved
from soldiers on the distant battlefield to the population centers and
our civilian population. But
as can be seen, this nation is a sitting duck for the "new
warfare" (read, the new use of "dead man fuzing" war
against the civilian populace). And
there are many more ways than one to perform such "dead man
fuzing". Wells
was not so far wrong in his "War of the Worlds".
In that novel, invading and vastly superior alien forces with
advanced technology weapons were defeated by tiny microbes -- by a
version of biological warfare. And
so can the quantum potential weapons, the scalar interferometry
weapons, and some of the others such as negative energy EMP weapons
--- now in the hands of China --- be neutralized as well.
By simple microbes, their cultivation, and a small group of
determined terrorists to unleash them. Hope
this helps illuminate the problem.
The KGB was contained on several occasions because of dead man
fuzing in its own territory and dead man fuzing of other weapons that
would automatically self-launch, even if the host nation were
destroyed. If the KGB had
moved, it could probably have destroyed America, but it itself would
have been devastated as well, with no one winning and everyone losing.
The Russians were and are chessplayers and not suicidal
lunatics -- although on one occasion only the will of a single Soviet
Colonel, who disobeyed orders to launch, prevented a nuclear holocaust
and full nuclear exchange, after sensors and computers made an
interpretative error and reported that the U.S. had launched nukes
against Russia and they were enroute.
The Russians simply chose not to commit suicide, but to wait
and maneuver for a decisive opening where they could strike and
destroy the West while suffering only acceptable damage in return. The
Cold War did not end, it merely changed complexion.
Simply go and count the diminishing number of U.S. combat
divisions, and you will see that one major objective has already been
accomplished by that changing complexion.
Once the West decides a war is over, it historically beats its
swords back into ploughshares. So
give us the ending of the "war we recognize", and that is
