That paper could possibly be
downstairs in the 1200 square feet “jungle” of thousands of books and
papers I gathered. These days, I can hardly even go downstairs because
of my physical inability, and trying to get back up the stairs is
very, very difficult for me.
The exact citation seems to be
Raymond J. Radus, "Permanent-Magnet Circuit using a `Flux-Transfer`
Principle". Engineers' Digest, 24(1-6) Jan.-Jun. 1963, p. 86.
However, just see a good librarian
at a good college or university. With the exact reference citation
(which hopefully you now have), the librarian should be able to order
you a copy (e.g., from one of the great national libraries) or further
advise you.
