Cohen and some others were well-briefed at that time (1997).

Since then, the entourage in our own intel community that wants the "gems" of knowledge to rest only with them, have almost suppressed further briefing of our leaders and decision makers.

If you don't like my explanation of scalar interferometry and how it can make a giant brilliant dome-like structure of light that is 300 miles in height (and seen and recorded and reported by several ship captains), then go check out M. W. Evans et al., "On Whittaker's Representation of the Electromagnetic Entity in Vacuo, Part V: The Production of Transverse Fields and Energy by Scalar Interferometry," Journal of New Energy, 4(3), Special Issue, Winter 1999, p. 76-78. This is a rigorous proof of scalar interferometry in a higher group symmetry electrodynamics.

It doesn't exist in electrical engineering at all.

But then, heck! Neither does the well-known Aharonov-Bohm effect, which has some 20,000 papers in the hard literature, for it and its extensions (Berry phase and geometric phase). Don't believe it? Then visit Michael Berry's website and simply download some of the many papers he offers that you can download freely.

The biggest piece of scientific junk today is the hoary old 1880s electrical engineering model still being taught in our universities and mostly what is used in our EM intelligence analysis. For its errors (most pointed out by eminent scientists such as Feynman, Wheeler, Margenau, Bunge and many others), see my paper "Errors and Omissions in the CEM/EE Model."

Electrical engineers are not even taught what the EM field in space is. They are taught what the EM force field in charged matter is, and then just ASSUME it exists in space (which is known to be impossible, since EM force requires interaction of the force-free field in space with charged matter).

Now try to get an EE to explain how a simple charge or dipole continually pours out real, measurable EM energy (real observable photons), when there is no OBSERVABLE or MEASURABLE EM energy input.

So long as one does not understand the solution to that problem, one does not understand nature's EM.

Our scientific community has chosen to hardly ever consider nature's real EM.

I have an obvious question that I would like addressed.

How can Tom know about ultra secret Russian weapon development?  It seems like if they have the superweapons Tom talks about in Excalibur Briefing, Energy from the Vacuum, etc. they would more than have the resources to prevent Tom Bearden from learning about them. Especially since, according to Tom, the CIA, NSA, DIA, etc are clueless.  How can the KGB/ Russian Intelligence Service fool those multi-billion agencies but not Tom?
