I think that both the Russians and the Japanese are now “selling” weather engineering services – almost certain to be based on scalar interferometry.

 

In short, they sell the SERVICE, and apparently do not advertise on HOW they do it. Just that they DO it.

 

Glad to see that ***** is hanging in there! He’s a very good man!
