It wasn't until the 1887, however, that the process neared almost full bloom with passage of the Interstate Commerce Act. The larger railroads, already made fat, powerful and wealthy by feeding upon generous taxpayer provided road construction subsidies and land grants, soon desired government enforced protection from "hurtful" price-cutting competition - allegedly for the public good, of course. It was an insidious dream made possible by railroad lawyers who essentially crafted the repugnant legislation. They were well aware that protecting their employers, the biggest players, from "unfair" competition would never be achieved in the then semi-free market system that existed prior to passage. The goal would require nothing less than brute government force carefully disguised as benevolent fairness intervention.
