Predicting critics will be proven wrong, Appel, who was once a sales representative for Russell Stover Candies and worked in business development for Ticketmaster, estimates Changing World Technologies will be able to produce oil at a cost of $15 a barrel.

That's about half the wholesale price for a barrel of oil. In a few years, the cost will drop to $10 -- which is about what Appel said mid-sized exploration and production companies spend -- and then down to $6 to $8 per barrel.
